Don't take this the wrong way, but I don't think you'll be getting many people to sign up when you have little to show at this point.

Here's what I would do if I were you. Design the game as much as you can. Create the story, the basic rules of gameplay, draw as much concept art as you can, possibly even make a little demo or prototype.

Then publish all that on the web, and then ask for people to join in.

People are a lot more inclined to join a team if there's already something there to work with. When there's nothing, it's a huge gamble, and more than a few artists and programmers have been burned with wasted time on a project that never pans out or even gets past the planning stages.
