Hmm, have you freed the guy in the mine? If so, you'll get an item that can help you further. Then you'll need to find the place where you can use it.

Well.. the Duck Idol is in Windemere.. which is past the broken bridge. If it's broken, you can't go to Windemere yet - you'll need to do some other story related things first. If you can cross the bridge, the Duck Idol is in that town.
