Goodies south of herb boots

Is there any way to get to the sandbar - full of potions and money, which is far right and south of the guy selling the herb boots?

OK, so I'm assuming that
1) you can get to this island/ sandbar but it's later on in the game and possibly involves walking on water. Or
2) you can't get to it and it's just there to drive you wild as with all

Your first assumation was the correct

When you come to that ducktown, uuh.. Where people are poor and give it all to the ducks, I think it was Windemere, head down to the beach after you have walked over the bridge. Then at the beach you will see a fish jumping in the water, and if you walk towards the fish in the water you can walk over the water and experience a new island! There you can search for the potions and gold!

windemere's the 3rd last place in the game but, you can only get there after killing dragons and talking to the king.
