The bow lore guy is west of the entrance of the golbin sanctuary. You see a screen with a pinetree near the sea. BUrn the pine tree away with youre helfire magic or fireball magic and you can entrance the cave to the bowlore guy.
To learn bowlore you must pay the guy 1500 coins.
