Stone of Balance: not given '49 wine

In Stone of Balance, I'm trying to get the '49 wine but she tells me "It's too strong for you." Checked the walkthrough and confirmed that I've done everything up to that point that I'm supposed to, but she's still not giving it to me. Any ideas? Is this related to stats?

Need to get your strenght up arm self with best weapon and keep charging up Strenght points she will eventually give you it
