It's not in the game. They haven't been put in the game because of the developers were a little short on time to release the game. This is also why other ideas aren't in the game, like buying a house from Charlie.

There is a D-Mod called about those pirates though, which isn't from the developers of the original game but from a D-Mod author (you can download it here: Link (http://dynamic4.gamespy.com/~dink/display.cgi?action=File&ID=324))
