I've triggered this three times now; it seems repeatable enough.
I'm on Joppa Isle, and killing the dragons pushes me from level 6 to level 7. However, it takes time to count up the experience on the meter at the bottom of the screen, during which time the 'Oh Dink, you saved us!' speeches are happening.
Part of that conversation involves a choice of responses on my part. If the experience counter hits 3600 while I'm looking at that list, the level up screen appears over the top of the conversation list. Selecting which attribute to raise then clears both lists from the screen, and since I haven't picked what to say everyone just stands there looking dumb. I have to Ctrl-Alt-Del and close Dink to get out of it.
