I'm considering buying a PC as a gift for myself on my B-day.
Rate each PC from 0-10 with 0 being crap and 5 being at least good enough. I don't expect them to be 10 anyways.

PC 1
126729
PC 2
126730
PC 3
126731

I'll tell the prices of each once I see that one of the PCs is getting more votes.
Also, suggesting me won't help since OMFG cpus are freaking expensive in our country more than I thought it'd be, or suggesting me to build a custom one since again OMFG parts are more freaking expensive here than in our country.

Also which is better in GPUs for gaming, AMD or Intel? I heard from some friends that AMD GPUs are better than Intel GPUs

The Best is the second if you expect to actually play some old games
The first one and 3rd is just crappy intel intergrated gpu with like 128mb mem

Well, they all will be pretty terrible at any sort of gaming, although it wasn't specified if he was going to or not.

Anyways, OP, tell me your budget for a GPU and I give you a rough idea of what the best card would be for that range.

I appreciate the effort of you suggesting me a GPU but parts here are way way higher than usual like this for example:
http://www.amazon.com/MSI-Graphics-R9-290X-LIGHTNING/dp/B00IZNE2ZS which is around $580 (26,833 Php) if bought there or from other sites I saw, while its 35,500 Php ($767) here.

I can only ask if the specs are better than what I have and the GPU supports at least Dx10 , like what I did here.

If you're curious what are the specs of the crap pc that I'm using right now, here are the specs:
126852.
